TSD Rallye Rules

TSD Rallye – General Instructions

1.0 General Information

1.1 This is a time-speed-distance (TSD) rallye. You will be given average speeds to maintain and instructions with which to follow the course. A rallye is NOT a race. The penalty for being early is the same as for being late.

1.2 Official rallye time shall be local time as broadcast by CHU or WWV.

1.3 Route instructions shall be given out 15 minutes prior to your scheduled start time. Departure from the start indicates acceptance of the Route Instructions, scorecards, time allowance slips and other official materials.

1.4 A rallye team shall consist of exactly two people. Teams of one person only are not allowed for safety reasons. The driver must possess a drivers license valid in his or her place of residence. The navigator must be at least eight (8) years of age with the ability to read written instructions and road signs. Additional passenger(s) are allowed if the vehicle is designed to safely accommodate such passengers. If such additional passenger(s) are twelve (12) years old or older and have the ability to read written instructions and road signs, the team must run “non-competitively” and will not be eligible for trophies; however the team can receive participation points for any special challenge trophies and/or awards, and participation will qualify as a moving event.

2.0 Classes and Equipment

2.1 There shall be two classes in this event: Novice and Overall. All entrants are automatically entered in the Overall class. The Novice Class shall be for teams where neither member has competed in more than 3 rallyes in the last 12 months, or more than 10 rallyes overall.

2.2  Only the following equipment is allowed in Novice:

      1. stock odometer
      2. any time of day device
      3. any type or number of stopwatches

Use of other equipment such as calculators, rallye tables, electronic odometers, computer, etc. in the Novice class shall be cause for disqualification.

2.3 Overall Class All teams will be automatically entered in the Overall class. The Overall class only shall be open to teams using mechanical or electronic devices which compute elapsed time, rallye tables, odometers reading to 0.01 miles (unless the automobile is a non-Triumph which has such an odometer as stock equipment), adjustable odometers, or electronic calculators. Examples of allowed equipment in the Overall class are the Stevens Rallye Wheel, Curta, and the Halda Speedpilot and Halda Tripmaster. In keeping with the spirit of the event, impulse driven electronic rallye computers which give corrected mileage and compute elapsed time, such as the Chronar 1990, will not be allowed even in the Overall Class.

3.0 Trophies and Awards Awards shall be made to the first three places in Novice and the Overall Class. Every team that finishes the event is eligible for the Overall class awards, however, a Novice team that is receiving an Overall award will not receive an award for the Novice class, and the next best placing Novice team will be moved up. This system ensures that the most trophies can be awarded.

4.0 Course Following

4.1  Official information shall be considered in the following order of precedence:

      1. Official emergency signs
      2. Information contained on control slips distributed at checkpoint locations
      3. The Route Instructions
      4. The Supplemental Instructions
      5. The General Instructions

4.2 Course following priorities:

    • Execute the next route instruction in ascending numerical order.
    • At intersections where route instructions do not apply, proceed as straight as possible staying on legal rallye roads.

5.0 Roads The rallye is run on through, paved, public roads. Roads other than these do not exist and are not to be travelled upon or counted as opportunities to execute a route instruction.

6.0 Mileage

6.1 Mileage at intersections are at the apex of the turn (the first turn in a multi-turn instruction) unless MTS is used.

6.2 Official mileage are those given to 0.01 mile. Others are approximate and are for information only.

6.3 Overall mileage is the official mileage from the last odometer rezero point to the route instruction. Delta mileage is the distance from the last given delta mileage.

7.0 Signs and Objects

7.1 Wording on signs shall be indicated by the use of quotes ” “. Signs may be quoted in full or in part but parts of words or numbers will not be used and words or numbers will not be scrambled or rearranged. Punctuation is irrelevant. Spelling will be precise.

7.2 Material not in quotes refers to the object or place or likeness thereof. The object or place may be identified by a suitable sign.

7.3 All signs and objects are on the right unless SOL is used. All signs are visible within 90 degrees of straight ahead and are easily readable at rallye speeds.

8.0 Controls

8.1 Timed controls (checkpoints) are located on the right hand side of the rallye route and will be identified by a checkpoint sign or the letters CP on the windshield of the control car. Do not stop at the control car. Park safely on the side of the road beyond the control car and bring your score card (and time allowance slip if applicable) to the off road side of the control vehicle.

8.2 Your leg finish time and new start time will be recorded on the card and returned to you with a checkpoint slip. The slip contains official information about the leg just completed and restart information for the next leg.

8.3 Timing is from start or restart to timing line.

8.4 Checkpoints will be open from 15 minutes before the perfect arrival time of car #1, and will close 20 minutes after the last missing car is due, or when all cars have passed, whichever is earlier.

8.5 Checkpoint workers have final authority at their checkpoint, and may disqualify contestants for unsportsmanlike conduct.

9.0 Time Allowances

9.1 It is dangerous to try to make up time if you get lost or delayed. Use a time allowance (TA) if you get behind. All valid TA requests will be honored.

9.2 TAs may be taken in one minute increments, with a minimum of 3.5 minutes and a maximum of 19.50 minutes. (eg. 4.50, 5.50, etc.) A maximum of 39.00 minutes total TAs may be taken on this event.

9.3 The penalty for taking a TA is your corrected score with a one half minute maximum. The penalty may be waived by the protest committee if the delay is caused by a fault in the rallye.

10.0 Protests

10.1 The protest committee shall consist of the rallyemaster, the VTR rallye advisor, and one other contestant not involved in a protest. If the VTR rallye advisor has competed and is involved in the protest, another rallye worker shall replace the advisor on the committee.

10.2 All protests must be submitted in writing to the rallyemaster within 20 minutes of your arrival at the endpoint.

10.3 Your protest must suggest a specific resolution of the situation.

11.0 Disqualification The following shall be grounds for disqualification:

  1. Use of consciousness altering substances before or during the event
  2. Receiving a citation for a moving violation
  3. Unsportsmanlike conduct

GENERAL INFORMATION

The following shall be grounds for disqualification:

  1. Use of consciousness altering substances before or during the event
  2. Receiving a citation for a moving violation
  3. Unsportsmanlike conduct

RALLYE TEAMS

A rallye team shall consist of exactly two people. Teams of one person only are not allowed for safety reasons. The driver must possess a drivers license valid in his or her place of residence. The navigator must be at least eight (8) years of age with the ability to read written instructions and road signs. Additional passenger(s) are allowed if the vehicle is designed to safely accommodate such passengers. If such additional passenger(s) are twelve (12) years old or older, and have the ability to read written instructions and road signs, the team must run “non-competitively” and will not be eligible for trophies; however the team can receive participation points for any special challenge trophies and/or awards, and participation will qualify as a moving event.

CLASSES

There shall be two classes for this rallye: novice and experienced. The experienced class shall be for teams where either the driver or navigator has competed in more than three rallyes in the past 12 months or more than 10 rallyes overall. All others may compete in the novice class.

ROUTE FOLLOWING PRIORITIES:

1. Execute the next instruction in ascending numerical order.

2. When directed ONTO a road by name or number, stay on that road by name or number until the execution of the next numbered instruction. Once directed onto a road by name or number, the signs indicating that road may be on the right or left. It is your responsibility to watch for these signs on either side of the road.

3. When (1) or (2) above does not apply, go as straight as possible staying on legal rallye roads.

COURSE

The rallye is run on through, paved, public roads. Roads other than these do not exist and should not be considered as opportunities to turn.

SIGNS

Specific wording on signs will be indicated by the use of quotes (” “). Signs may be quoted fully or in part, however words will not be quoted out of order, and parts of words or numbers are never used. Spelling is exact; punctuation may or may not be accurate. All signs referred to in the rallye will be on the right unless SOL (Sign on left) is used. All signs are visible within 90 degrees of straight ahead and are easily read at reasonable driving speeds.

PANIC PACKS

In case you get hopelessly lost, the “panic pack” contains a course map so you can get back to the hotel. Opening the panic pack will result in disqualification, but it is better than being lost! You MUST return your unopened panic pack with your score sheet in order to be scored.

PROTESTS

The protest committee shall consist of the rallyemaster, the VTR rallye advisor, and one other contestant not involved in a protest. If the VTR rallye advisor has competed and is involved in the protest, another rallye worker shall replace the advisor on the committee. All protests must be submitted in writing to the rallyemaster within 20 minutes of your arrival at the endpoint. Your protest must suggest a specific resolution of the situation.

Rallye Glossary & Terms

Glossary of Terms and Abbreviations for
TSD and Gimmick Rallyes

AT:  “In the vicinity of” for route following clues; “even with” for mileage, CAS changes, pauses, etc.

BR, BL Bear Right or Bear Left.: A Left or Right turn of substantially less than 90 degrees.

DIY:  Do It Yourself checkpoint. An unmanned checkpoint at which the rallyist must enter their own mileage on the scoresheet.

HTS:  Hard To See or Read. Used when it is difficult to see a sign or object or when the writing is unclear.

INTERSECTION:  A meeting of two or more valid rallye roads from which the rallyist may proceed in more than one direction without a U turn.

L or LEFT:  A left turn of any angle.

LEG: A section of a rallye extending from a start or restart to the next checkpoint, or from one checkpoint to the next.

MR: Mileage Reference

MTS:  Mileage to sign.

R or RIGHT:   A right turn of any angle.

RRX:  Railroad crossing

S, SAP:  Straight or Straight As Possible.

SIGN:  Any continuous surface on which letters, numbers or illustrations are printed, painted, raised, or embossed.

SOL:  Sign or Object on Left.

STOP, SS:  Stop Sign. The conventional octagonal sign at which the rallye vehicle is required to stop.

T:  An intersection of legal rallye roads in the approximate shape of a capital T, approached from the bottom. It is extremely inconvenient to go S at a T.

TCL:  Tri-colored traffic control light. May or may not be functioning.
